(1) Notwithstanding anything contained elsewhere in this Act, an employee who is absent from his office without taking leave contrary to section 61 may be suspended and his salary deducted. The period thus missed will not be counted in the period of service.
(2) Notwithstanding anything else written in this Act, an employee who is absent for a period of more than sixty consecutive days without sanction of leave shall not be made to appear on leave. In case of attendance, departmental action will be taken against the officer who made the appearance in accordance with section 82 and the salary and allowances of the employee who made the appearance will be collected from the official who made the appearance in the same manner as government dues.
